Who can apply?
Any student who is eligible to attend Portland Public Schools may apply.
For kindergarten entrance into the Mandarin Immersion Program, ALL families MUST apply DURING the School Choice Lottery Transfer Cycle. (The student must be five years old on or before September 1st of the applicable school year.)
Students in grades 1-5 (called “late entry” by the Enrollment and Transfer Center) may also be considered based on space availability and students’ Mandarin Chinese proficiency in all four skills.
Families from outside the Portland Public School District must abide by the requirements described on the Interdistrict Transfers page.
What do I need to do to apply?
Please refer to the School Choice Lottery Application Schedule for SY2012-2013 to learn of all the steps you need to complete in order to apply.
Woodstock Elementary is our Neighborhood School. Do we still have to apply for the Mandarin Immersion Program through the lottery?
Yes. ALL families interested in the Woodstock Mandarin Immersion Program must apply through the Lottery Transfer Cycle. However, if your residence is in the Woodstock Elementary School catchment area, you will have priority in the lottery. For Mandarin Immersion Program kindergarten students, are both full-day and half-day programs offered?
No. At Woodstock, Mandarin Immersion Program kindergartners attend school for the full day. This is a requirement to be in the program, because half the day of instruction is in English, while the other half is in Mandarin. Is there a fee for the Mandarin Immersion Program?
The Mandarin Immersion Program is part of Portland Public Schools, so no tuition is required for 1st through 5th grade.Because Woodstock Elementary is not a Title I school, a monthly tuition is required only for the full-day kindergarten year. This is because Oregon State funding can only subsidize a half day of kindergarten instruction. The tuition pays for the second half of the school day. Please refer to the Frequently Asked Questions about Fee-for-Service Kindergarten for more information.
Scholarships are based on eligibility and availability. Please find detailed information on the Fee-for Service Kindergarten page.
How does the School Choice Lottery work?
The PPS Enrollment and Transfer Center is in charge of the district-wide lottery system. Students living in the Woodstock catchment area and students who have siblings already in the program receive priority in the lottery, based on the PPS School Choice Lottery Logic.
How do I find out if I live in the Woodstock catchment area?
To find out whether you live in the Woodstock catchment area, please enter your residential address on the Find Your School page. The database will tell you what schools are your "Neighborhood Schools" for K-12.
When should I begin the application process?
The Portland Public Schools Enrollment and Transfer Center sets a window for the School Choice Lottery Transfer Cycle each year. We recommend that, at the latest, families begin to do research about various school choices by early January. The Lottery Transfer Cycle generally opens toward the end of January each year.Do you have a waiting list that I can get on before the Lottery Transfer Cycle opens?
No.For grades 1-5, if after the Lottery Transfer Cycle closes and remaining slots are available, inquiries are addressed in the order that they are received. All available slots at the elementary level are typically filled within the School Choice Lottery Transfer Cycle.* Families with specific questions particular to their situations should address them to Woodstock's Bilingual Secretary (for elementary students) or the PPS Chinese Flagship Assistant Coordinator (for middle and high school students).
*Reference from Previous Years: For the SY2010-2011 cycle, only 2 slots were declared for grade 3 and 1 slot was declared for grade 4; 2 of those slots were filled during the Lottery Transfer Cycle, and 1 of the slots was filled right before the school year began. For the SY2009-2010 cycle, no slots were declared for grades 1-5 in the Mandarin Immersion Program.
