BPR Description - Business Process Re-engineering (BPR) is a tool that supports our efforts to optimize business systems to "support teaching and learning". As such it connects people to new processes and uses the full functionality of the new software system. Strategic mission and goals are linked to business processes. Change Management helps people adjust to better, cheaper and faster methods of conducting the business.

BPR Areas - During a series of informational interviews four areas of opportunity were identified:

  • Purchasing/Inventory Management (PO / IM)

  • Human Resources

  • Budgeting/Position Management

  • Payroll

    Only the first area is being worked on right now. The other areas will be addressed after the PO / IM work is complete.

    Expected Results - The PO / IM BPR project should provide improvement in:

  • Time from order placement to receipt of purchase

  • Reduction of missing items from an order

  • Reduction of damaged items

  • Incorrect shipment to the wrong location

  • Prompt notification of insufficient budget funds
  • Reduction in overall unit costs

  • Increase in customer satisfaction

    Critical Success Factors - To ensure success the initial PPS re-engineering project must:

  • Re-engineer more than a department ­ BPR is suitable only for entire cross-functional, interdepartmental processes

  • Address all three components of BPR ­ People, Process and Technology

  • Communicate throughout the organization about the change process before, during and after the project

  • Assign committed functional, management and customers (as well as the facilitator) to the BPR effort and a BPR Executive.

  • Eliminate waste ­ stop non value-added tasks.

  • Reduce cycle time ­ shorten time of task duration.

  • Abolish handoffs ­ combine steps and remove multiple approvals.

    People

  • Change Management helps people recognize, deal with resistance to change

    Customer

  • BPR is driven by customer needs and expectations

    In a nutshell employees receive responsibility for customer satisfaction, authority to make decisions, and expertise for effective decision-making.  Restructuring tasks that are performed, rethinking what information is kept; revisiting the functional boundaries, and re-training the organization obtain radical improvement in performance.

    Project Scope - The functions of providing goods (not services) within the purchasing/inventory management areas of PPS are covered by this project --integrate purchasing/inventory management activities ­ who does it, what is done, where it is done.
