Portland Public Schools stakeholder engagement framework

Portland Public Schools values and depends on meaningful public participation in making decisions that affect our schools and the surrounding community. To support authentic, consistent and equitable community engagement, we have developed a framework to guide our efforts to engage parents, neighbors and other stakeholders on issues affecting schools and the school district.

This framework is based on best practices, adapted from the International Association for Public Participation. A key component of this framework is the following spectrum of participation, which describes different ways that stakeholders can engage in school and school district decision-making. It also describes the commitment that PPS will make to support each of these different ways that stakeholders will be involved. (Please note: there is not one level of participation that is more or less important. How stakeholders participate in decision-making depends on each unique process.)

Possible Level of Participation from Stakeholders*

Inform
To provide the stakeholder with balanced and objective information to assist them in understanding the problem, alternatives, opportunities and/or solutions.
Consult
To obtain stakeholder feedback on analysis, alternatives and/or decisions
Involve
To work directly with the stakeholder throughout the process to ensure that stakeholder concerns and aspirations are consistently understood and considered.
Collaborate
To partner with the stakeholder in each aspect of the decision including the development of alternatives and the identification of the preferred solution.
Empower
To place final decision-making in the hands of the stakeholder.
